The problem wasn't awareness. It was specificity.
The facilities we worked with weren't unprepared because they didn't care. They were unprepared because the tools available to them were built for compliance, not for people. Policies sat in binders. Protocols assumed buildings that didn't exist. Staff had no idea what to do in their specific room.
